Germans have a reputation for being very rule-and-procedure-oriented. However, as a reaction to their history, they also have a strong skepticism towards authority. This is especially true for Berlin, which goes back as least as far as the takeover of the city by the Hohenzollerns in 1415. Berliners are freedom-loving, with a highly-tuned sense of legal and social justice. This conflicting attitude reveals itself under the pressure of the present pandemic, by the staging of Covid-19 demonstrations and counter demonstrations to which both sides turn out in great numbers. It becomes apparent by how people adhere to social distancing rules, and by how they wear or don’t wear their masks, in enclosed public spaces.
